I. Call to Order.
The meeting was called to order at 3:05 by Chair Andrew Comrie. In lieu of roll call, members signed an attendance list to indicate their presence at the meeting.
II. Minutes of October 20, 2006 Graduate Council Meeting.
Chair Comrie asked if there were any additions or corrections to the minutes of October 20, 2006. Being none, the Minutes were approved as submitted.
III. Dean's Report.
Dean Comrie reported that he, Rick Kroc, Patti Ota and Maria Teresa Velez will be meeting with each dean to review enrollment data and to discuss ideas to increase enrollment. Dean Comrie also reminded the Council members of the GIDP Showcase, which will include posters and videos of each GIDP Program. The Showcase will be held in the ballroom of the Student Union on December 7, 2006. He also mentioned that in an effort to improve communication between the Graduate College and the Graduate Directors, he will initiate a series of meetings that will begin in the Spring. Dean Comrie discussed PSMs and the growing interest in them across the United States.
IV. GPSC Report.
Member Tanglen reported that the Student Showcase on November 10-11 was a great success. Approximately 120 posters were presented. The GPSC is still negotiating for an improved health insurance plan for students. ABOR has put out a new RFP for student health insurance plan to include dental coverage.
V. New Business.
A. Guest Rebecca Dahl provided the Council with information about the Human Subjects Protection Program and the role of the Institutional Review Board (IRB) in graduate research.
B. Member Steve Dvorak distributed a worksheet he had prepared for the department of Engineering showing how GRA costs have risen since 1990s, ERE, indirect costs and total costs
VI. Old Business
Implementation Proposal for new PSM degree in Economic Geology. Guests Randy Richardson and Eric Seedorff gave an overview of the implementation proposal for the new PSM degree in Economic Geology. The Planning Proposal was approved by the Graduate Council at its October 2006 meeting. Member Vinson made the motion to approve the Implementation Authorization for the new PSM degree in Economic Geology. The vote was 18 in favor, one nay and one abstention. The motion passed.

VII. Announcements
Member Horgan gave the Council an update on NRC. Surveys will be sent to department chairs, faculty, and students admitted to candidacy in selected programs in early January. They are due to NRC on February 15, 2007. It is anticipated that on-line databases of data will be available at year-end 2007 and rankings with analysis will be available sometime in 2008.
Dean Comrie announced that the next meeting of the Graduate Council is January 19, 2007 in the Ventana Room of the Student Union.
