I. Call to Order.
The meeting was called to order at 3:05 by Associate Dean, Dianne Horgan. In lieu of a Roll Call, Graduate Council members initialed their name on the Graduate Council membership list to indicate attendance at the meeting.

II. Minutes of September 26, 2006 Graduate Council Meeting.
Member Horgan asked if there were any additions or revisions to the minutes and Member Elaine Ulrich noted that Member Gail Varin’s name was duplicated in the list of members present at the meeting. With that correction, the minutes were approved

III. Dean’s Report.
Member Velez reported that graduate enrollment was down by 250 students students; however, 100 of those are non-degree seeking students. She reported that the UA is recruiting heavily in Mexico and other Latin American countries. Member Velez reported that the Graduate College received thirty-one Marshall Fellowship applications and she thanked those on the Graduate Council who have volunteered to review them.

 

IV. GPSC Report.
Member Tanglen reported that the GPSC is advocating for a better health insurance plan to include prescription drug coverage and coverage for partners and dependents. She also reported that the GPSC received 130 applications for the Student Research Showcase and reminded the Graduate Council that the Showcase will take place in front of the library on November 10-11, 2006.

V. New Business

A. Implementation Authorization for a PhD Program in Women’s Studies.

Guest Briggs, Associate Professor in Women’s Studies, gave an overview of the Program.Guest Sally Stevens, Executive Director of the Southwest Institute for Research on Women (SIROW), indicated that SIROW was in complete support of the PhD Program and would provide funding for ½ of the cost of the Program. Guest Briggs indicated that the remaining funds for the Program would be provided by Women’s Studies. Elaine Ulrich moved to approve the Request for Implementation Authorization and it was seconded.Because there was not a quorum present at the meeting, the vote was continued via email. The motion was carried with 17 yea, 0 nay, and 1 neutral abstention.

B. Implementation Authorization for new PSM degree in Economic Geology PSM .
Guests Randy Richardson and Guest Eric Seedorff gave a brief overview of the Planning Proposal.Due to the amount of discussion on this item, it was tabled until the Graduate Council meeting of November 17, 2006.

 

C. Name change for the Mel and Enid Zuckerman Arizona College of Public Health.

A request to remove the word “Arizona” from the Mel and Enid Zuckerman Arizona College of Public Health was submitted by the College of Public Health. Because there was not a quorum at this meeting, the vote was continued via email and the proposed passed with a vote of 18 yea, 0 nay, and 0 abstention. D. “Incomplete” policy. The current policy states that Graduate students have a maximum of one calendar year to remove an “Incomplete.” “Incomplete” grades are not included in the calculation of the grade-point average until one year from the date of the award. An “Incomplete” not removed within one year is replaced by a failing grade of “E” and counted as an “E” in determining the student’s grade-point average. If there is a possibility that the student’s cumulative grade point average will fall below 3.00 through the conversion of “Incomplete” grades to failing grades, the graduate degree will not be awarded.

The proposed change is that students will still have one year to complete an “Incomplete.”After that, it cannot be made up and students will have to re-register and pay for the course. A new grade type to reflect this condition will be created: “NC” for not completed.The “I” policy will not change for undergraduates. Hence in the future for graduate courses, “I” grades would change to “NC” after one year. “NC” grades would be available for graduate courses only, so that an undergraduate taking a 500 level course would have an “NC” after one year; a graduate student taking an incomplete in an undergraduate course would have the “I” convert to an “E” after one year. “NC” grades will stay on the transcript, but not calculated in the GPA. Students may graduate with “NC” grades.Member Horgan indicated that this change in policy has been reviewed by GPSC and shared with the Undergraduate Council and neither group had an objection to the change.The vote was called for and because there was not a quorum present at the meeting, it was continued via email. The motion to change the “Incomplete Policy” passed with 18 yea, 0 nay, and 0 abstention.

VI. Announcements.
Member Velez again thanked the Graduate Council members who volunteered to review the Marshall Foundation applications and Member Horgan announced that the University iscontinuing to progress though the NRC study process.The next meeting of the GraduateCouncil will be November 17, 2006 in the Santa Cruz Room of the Student Union.

VII. Adjournment.
Member Gmitro made the motion to adjourn, motion was seconded and the meeting was adjourned at 4:40 p.m.
